Problem Clear

This folder contains all decisions currently in the problem clear stage.
Decisions get placed in problem clear when the problem is sufficiently described and it is agreed that the problem exists and is worth solving.
While in this stage possible solutions to the to the problem are explored and documented.
When the solution space is clear the decision can move on to the solutions clear stage.
